The Maryland Judiciary Case Search is the main free tool for finding court records in the state. It covers all 23 counties and Baltimore City. You search by last name or case number. Pick a county from the dropdown or search the whole state at once. Results show case numbers, charges, court dates, and how each case ended. The system got a full redesign in February 2024 but works the same way it did before. This is a strong first step when looking for busted mugshots and arrest case data in Maryland. Anyone can use it. No account is needed.

Case Search does have limits. Results cap at 500 per query. If you get too many hits, add a first name or narrow the date range. The system times out after two minutes of idle time. You can use the % sign at the end of a name for partial matches, but you can not put it at the start or middle of a word. Juvenile records will not show up. Sealed and shielded cases stay hidden. Under Maryland law, charges that ended with acquittal, dismissal, or not guilty verdicts get suppressed. Cannabis possession cases disposed before July 1, 2023 may be missing per HB 837.

Coverage goes back decades in some Maryland counties. Baltimore County has circuit criminal records from June 1984. Prince George's County data goes back to 1982. Most other counties start in the late 1990s or early 2000s for busted mugshots case data. The tool is free and open to all.

Inmate Search Databases

The Maryland Department of Public Safety and Correctional Services runs an Incarcerated Individual Locator for state prison inmates. It is free to use. You need both a first and last name to run a search. The results show the facility where a person is housed in the Division of Correction system. This is one way to track down busted mugshots for people held at state level in Maryland.

The actual DPSCS search database covers Division of Correction facilities, Patuxent Institution, and some Division of Pretrial and Detention Services sites. It has limits though. County jail inmates do not appear here. Short-term inmates may be missing too. Released or escaped people are not listed. For county-level busted mugshots data, check the local sheriff site or use VINELink instead.

The Maryland VINE toll-free number is 1-866-634-8463. You can only register for notifications on people currently in custody. How to Request Busted Mugshots

Maryland's Public Information Act gives anyone the right to ask for busted mugshots and arrest records from government agencies. The law is found at Md. General Provisions Code Ann. ยง4-101. You do not need to state a reason. The agency must respond in 10 working days and hand over records within 30 calendar days. This covers police departments, sheriff offices, and state agencies that hold arrest data in Maryland.

The Maryland Attorney General's office oversees the PIA process and puts out a free manual. The first two hours of search and prep time are free. After that, the agency can charge fees based on staff pay rates. Copies cost what they cost to make. Fee waivers exist for people with financial hardship or when the request serves the public interest in Maryland. If an agency turns you down, reach the Public Access Ombudsman at pia.ombuds@oag.state.md.us. As of July 2022, you must try the Ombudsman before filing a complaint with the PIA Compliance Board.

Each county handles PIA requests for busted mugshots a bit differently. Some use online portals. Charles County and Cecil County both offer NextRequest systems for online submissions. Others take requests by email, phone, or mail. Most sheriff offices have a records custodian who handles these. Fees range from free to $15 or more per report. Charles County charges $8 for the first 10 pages. Harford County charges $10 to $15 per item. Baltimore County asks $15 per police report but waives fees for crime victims. Always call ahead to confirm current costs in your Maryland county.

Criminal Record Checks in Maryland

The Maryland State Police Criminal Justice Information System handles formal background checks. This is the official way to get a full criminal history in the state. It requires fingerprints. Go to a local police station, get printed on Form 011, and mail it in with $19. The mailing address is P.O. Box 32708, Pikesville, MD 21282-2708. Processing takes about 15 days. The local station may charge around $5 to take your prints. Fingerprint fees can not be waived. Criminal records in Maryland stay on file unless a court orders expungement. Even after an FBI record gets cleared, the state file may still hold the data. Child care background checks cost $33 and pull both state and FBI records. These give a fuller picture than Case Search because they use prints to match busted mugshots and arrest data in Maryland.

Archived Maryland Arrest Records

The Maryland State Archives stores historical criminal records from all 23 counties and Baltimore City. The building sits at 350 Rowe Boulevard in Annapolis. Holdings include criminal dockets, case files, grand jury records, stet dockets, warrant dockets, and post-conviction papers. District Court records go back to July 1971. Locating old arrest records at the archives can be a challenge. Many finding aids are staff-only. Call 410-260-6400 or email msa.helpdesk@maryland.gov before you visit. Staff will pull files for you to look at on site. The toll-free number is 800-235-4045. The District Court Record Center in Annapolis holds many records on microfilm but does not work with the public directly. Go through the Archives or your nearest Maryland District Court for access. Juvenile records held at the archives are sealed and can not be viewed.

The Maryland Sex Offender Registry is another state database worth knowing about. It lets you search by name, address, or zip code. You can set up radius-based alerts through icrimewatch. The registry is run by DPSCS and is free to use.
